The foreign secretary, Robin Cook, told parliament that Britain was ready to give up one of its two posts in the European Commision and agree to a further limited extension of majority voting. In return, Britain would demand an increase in its voting weight in the Council of Ministers, so as to better reflect its population. Mr Cook said there would be difficult decisions and tough negotiations before enlargement could be completed. But the prize would be the final burying of the division of Europe which had scarred the continent for half a century. From the newsroom of the BBC World Service
