The leaders made a pact when they met in Washington in January 2003. Mr Blair told Bush he was "ready to do whatever it took to disarm Saddam", before the case for a second resolution was put to the UN Security Council. They allegedly discussed flying a US spy plane over Iraq in a bid to lure Saddam Hussein into a "legal war". Bush proposed the jet be painted in UN colours to provoke Saddam into retaliation. Leaked minutes of their meeting are in a new version of the book, Lawless World, by British human rights lawyer, Philippe Sands QC. Mr Bush said that if Saddam fired on the planes he would be in breach of UN rules and attacking him would be justifiable. Advertisement Mr Sands said: "That plainly looks as if it is deception, and it raises some fundamental questions of legality, both in terms of domestic law and international law." Both leaders were concerned that insufficient evidence had been unearthed by the UN Inspector Hans Blix. Last night Downing Street said: "We don't comment on private conversations between leaders."
