NOTE FROM: Johnathan Miller SUBJECT: Readout on Regan Meeting All of the schedule propsals that were on the visits lists were approved with the exception of the following:
1) The second day of the Nakasone visit. Regan feels that we have gone far enough by letting Nakasone come to Camp David on Sunday (in addition, the Japanese represented that they could only come on Sunday in order for Nakasone to travel back to Tokyo on Monday due to a Diet session). Regan did say, however, that he could support a second meeting on Monday, April 14th provided the Japanese made a significant gesture on something like trade ( I relayed this thought to Steve Danzansky who was going to be talking to Gaston tonight. Gaston is in Asia and will be seeing Nakasone next week).
2) King Hassan- Regan wasn't enthusiastic about the proposed visit until I pointed out that such a visit could serve as the vehicle for Hassan to demonstrate distance from Libya. Regan said that if there was an explicit quid pro quo to that effect, then he could support such a visit.
On a few other items:
Regan said that he needed to follow up his session with you regarding Cap's regular meetings with the President by talking to the President himself. Regan seemed to have mixed emmotions about such a request, feeling it might unleassh similar requests from Baker and Meese.
He approved the proposal for a Presidential meeting with Dobrynin on April 7 or 8.
Regan would like all our invitations for visits in the June-July period to have prefatory language that reflects that the visits are subject to postponement if a summit is scheduled with the General Secretary.

NOTE FROM: FAWN HALL SUBJECT: RR Mtg w/Oakley Lavin called and it is confirmed. I told him Oakley would be in our office at 2:00 p.m. and that OLN would walk him over and attend. He agreed. Phyllis, Oakley's wife, is also attending. Both have been cleared. Courtesy invitees, of course, were VP, SS, and Reagan. They may or may not show. Shultz probably not because he gave the reception on Tuesday. All have been cleared for both bldgs.
I told Marilyn, Oakley's secretary, who has in turn told his wife. Oakley himself is not aware and Mrs. Oakley may or may not tell him. But she "will" ensure he is here with a good suit on.

FROM: Franklin L. Lavin SUBJECT: Weinberger/RR mtg. Mon. 10/27 Cap will probably raise subject of RR doing defense event; he had specifically proposed RR dedicate MX missiles in Nov/Dec in WY. Our response was negative, because (1) RR has no plans to go near WY and (2) we would prefer to highlight strategic defense rather than strategic defense -- hugging a missile does not fit with current public diplomacy plan. We counter-proposed that RR do an SDI function while on a campaign swing, which DoD accepted. We were successful in getting SDI language in almost all of RR's remarks. We were working on a function in CO, but found out today that the campaign schedule in CO will make any such event impossible. Our fall-back position is that we would like RR to visit an SDI site on a trip to or from Ranch.
