An official of North Korea's governing party was allegedly in control of the ship detected importing $80 million of heroin off the Victorian coast, prompting an official protest from the Federal Government.

Sources close to the investigation said the man headed a Korean Workers' Party cell, was the regime's eyes and ears aboard the Pong Su and was effectively running the ship.

Foreign Minister Alexander Downer confirmed the presence of the official on the Pong Su and yesterday summoned the North Korean ambassador, Chon Jae Hong, to express concern about the regime's association with serious drug trafficking.

Mr Downer said Foreign Affairs officials had made clear "deep concerns" about the Pong Su. "We are very concerned that there could be any association between North Korea and trafficking in order to raise money," he said. "In a totalitarian state where the state controls all, we are especially concerned that a North Korean ship is involved."

A North Korean embassy official told The Age the Government and the Workers' Party had nothing to do with the Pong Su incident. "Nobody can say the government party or the Pong Su ship company is involved in drug trafficking," he said.

Mr Downer said several intelligence agencies had passed on concerns "about the North Korean Government, the so-called Korean Workers' Party, being involved in drug trafficking in order to raise funds for an embattled regime".

• The captain and three remaining crew of the Pong Su briefly faced Melbourne Magistrates Court yesterday charged with aiding and abetting the importation of a commercial quantity of heroin. They and 26 other crew will appear again on July 11.
