North Korea identified as global threat by US military chief

SEOUL - On the eve of talks between the United States and North Korea over the nuclear crisis on the Korean peninsula, the commander of US forces in South Korea has described Pyongyang as a threat to global stability.

General Leon LaPorte cited communist North Korea's crumbling economy, its active nuclear weapons programme, proliferation of missile technologies, large conventional military forces and special operations forces aimed at South Korea.

"Today the current military demarcation line between North and South Korea is the most heavily armed in the world and it remains an arena for potential confrontation," he told a forum hosted by a civic group in Seoul.

"North Korea poses many threats to global stability," LaPorte told the Korea Freedom League, according to the text of his speech.

LaPorte, who commands the 37,000 US troops based in South Korea, did not mention the talks expected to begin in Beijing tomorrow on the North's suspected nuclear weapons ambitions and Pyongyang's desire for security guarantees.

China is also taking part in the talks but it is not clear what role it will play.

"I have not come here today to speak about the North Korean military threat, but only to emphasise that it is indeed a thorn to the passage of peace in this region," LaPorte said.

"This is not an assumption, it is a fact."

He said North Korea under leader Kim Jong-il, branded part an "axis of evil" by the United States along with pre-war Iraq and Iran, saw the military as its only means to influence the international community.

"Adding to the increased tensions is the fact that North Korea has not shown 'sincere attempts' to address these threats to peace with the international community," he said.

On the 50-year-old military alliance between Seoul and Washington, the general said a study under way would "make a determination for the Republic of Korea to assume an increasingly dominant role in its national security".

He noted the relative strength of the South Korean economy and aspirations to become a regional business hub.

"The future alliance involves the Republic of Korea assuming an increasingly predominant role in its defence," he said.
