Bush's Sunday night address is the Santa Cruz City Council. The Council may try to impeach Bush. Santa Cruz city leaders claim Bush misled the American public about the war and violated civil rights. On Tuesday, the City Council will decide if they should submit a letter of inquiry to Congress. The mayor and two council members have already signed a draft. One council member opposes the idea.
